H.264 is very processor intensive and if you're primarily making use of these streams within your LAN you've no need for the high compression ratios it can achieve. Try using MPEG4 at around 3MB/s or MPEG2 at around 4MB/s and you should be able to get a steady 25fps at 720x576.Oh, and multicast doesn't generally work over a VPN connection.
